The guidance is aimed at social enterprises that want a better understanding of PCR 2015. It also sets out how these Regulations and the Public Services (Social Value) Act 2012 increase the number of public contracting opportunities open to the sector.
Recent procurement reforms have clarified the EU procurement regime so that competition has been opened up with a view to supporting small and medium enterprises and delivering greater social value. Social enterprises with a firm grasp of this legal framework will be better placed to make the most of these opportunities and more able to demonstrate how they can deliver contracts in a way that contracting authorities need.
The guidance has been published to coincide with Social Enterprise Day on Thursday 19 November 2015.
