Crime and Policing Act – CPR changes

The highly anticipated Crime and Policing Act 2026 (the Act) comes into force on 26 October 2026. Ahead of this date, the procedural requirements are now being laid out in the Civil Procedure Rules (CPR). 

CPR 65. governs civil proceedings related to anti-social behaviour, harassment and injunctions, detailing application procedures, evidence requirements, and powers of arrest, and is now being amended to include the procedural requirements for Respect Orders. The amendments can be found here. 

By way of reminder, Respect Orders are new civil behaviour orders aimed at tackling persistent anti-social behaviour, with breach constituting a criminal offence. See our previous blogs here and here.

Practice Directions 65 and 2B will also be amended to incorporate the changes brought in by the Act. 

Registered providers can also expect two new court forms to be published, specifically, a claim form (application notice) and a model order. The date for these to be published is as of yet unknown.  However, it remains clear that the preparation for the commencement of the Crime and Policing Act is well underway.
