Social Tenant Access to Information Requirements (STAIRs)

The first phase of the Social Tenant Access to Information Requirements (STAIRs) will come into force in October 2026. From that point, housing associations will need to take a more proactive approach to publishing data and information about the management of tenants’ homes. By April 2027, they will also be required to respond formally to tenants’ requests for information.

While the policy intent is clear, the operational implications are significant. Housing associations will need to think carefully about how information is structured, published and maintained, how requests are logged and responded to, and how complaints are handled in a way that is compliant, proportionate and sustainable. With multiple regulatory pressures already in play, many providers are asking what ‘good’ looks like in practice.

To help answer that question, we have partnered with the National Housing Federation and a cross‑sector working group of housing providers to develop practical, operational guidance on implementing STAIRs.

Our collaborative guide will explore how to design and manage publication schemes, build effective processes for handling information requests, and respond to complaints in line with the new requirements. It is designed to support housing associations at different stages of readiness, helping teams move from understanding the regulations to embedding them confidently across their organisation.
