Tom Starkey

Backed with over 20 years’ experience acting for housing associations, registered providers and local authorities, Tom plays a key role in the property team. Specialising in regeneration and development, he has led on many schemes that have transformed towns and communities, bringing forward new homes, community spaces, and essential infrastructure.

His expertise also includes the acquisition of brownfield and greenfield sites through Section 106 and land-led deals, as well as handling statutory agreements and giving guidance on easements. Tom also advises on sustainable development, including projects built to Passivhaus and other ecological standards.

Recognised as a Next Generation Partner in the Legal 500, Tom supported a strategic housing association acquire over 500 units for development in the Midlands. Tom continues to support a number of Registered Providers in delivery of their strategic development programmes providing for the construction of new affordable homes across the north-west.
