Who will be there?

What is it about?

The Public Sector Procurement Directive that comes into force in 2014 is the biggest change to EU procurement law since the previous modernisation in 2004.  This session will cover some of the “hot topics” under the new Directive, including:

  • contracts within group structures – the new “Teckal” test;
  • land sales, development projects and construction contracts – how to navigate the grey areas;
  • significant changes to existing contracts and when a new procurement exercise is needed;
  • new rules on buying clubs and central purchasing;
  • how to deal with consortium bids;
  • ensuring contractors comply with social and environmental law;
  • the interface with the new Directive on procurement of concession arrangements;
  • payments to subcontractors; and
  • using lots, and other ways to improve access to the public sector marketplace for SMEs.

  • You either bid for, or procure, public contracts and want to understand the complexities and subtleties of the new rules and how to use them to best effect;
  • You need to understand how the new EU procurement rules will impact upon your governance arrangements;
