Section 16 Agent

We have recently been awarded 'section 16 status' by the Office of the Deputy Prime Minister in the light of our innovative and refreshing approach to regeneration. This enables us to access funding through the Tenant Empowerment Grant for local authority tenant groups to search for and implement the best way forward for the transformation of their neighbourhoods and the management of their homes.

Tenants' Right to Manage

The Housing (Right to Manage) Regulations 1994 allow residents' organisations to set up Tenant Management Organisations (TMOs) and to take on the responsibility for the day-today management of their estates. There are over 250 TMOs in England. Recent research has shown that they provide a model of what can be achieved by local people; that they are generally well run and that most were performing better than their local authority. Resident groups wishing to explore their Right to Manage, other housing options and the priorities of their neighbourhood may be able to access Tenant Empowerment Grant funding to appoint us to:

  • find out what changes tenants generally want to see in
  • the area for the housing and other services which affect
  • their estate or neighbourhood;
  • advise on how council housing and other services might
  • change to help tackle local issues;
  • advise on how tenants can help to make these changes
  • happen; and
  • develop an action plan, agreed between residents and the Council.

Groups wishing to explore tenant management options further may be able to access further Tenant Empowerment Grant funding to appoint ourselves to undertake a feasibility study and help to development a resident led organisation with the group.
