The Safeguarding Vulnerable Groups Act 2006 provides the legal framework for the new Vetting and Barring Scheme which applies equally to employees and volunteers. The Scheme aims to reduce the incidence of harm to children and vulnerable adults by helping to ensure that there is an improved vetting scheme in all organisations that are involved with children and vulnerable adults, and the known unsuitable persons are barred from working with children and vulnerable groups at the earliest opportunity.
On 12 October 2009 the first important provisions of the Act came into force.

Every organisation involved with children and vulnerable adults needs to comply with the new legislation and a failure to do so will have serious implications, including criminal sanctions.
